Do you have to be a costco member to be a member of the photo center?

I'm trying to find a place to get a poster printed for my assignment in photoshop class and need to know where I can get a quality poster printed. Costco was suggested, but I am not a Costco member so I need to know if I need to be one to order from their photo center. Or should I try Snapfish?
